Director’s Message
It is my pleasure to welcome you to the Educational Forum for the Inclusion of Students with Disabilities, organized by the Gulf Arab States Educational Research Center (GASERC) in the State of Kuwait on 20–21 September 2026, under the patronage of H.E. Eng. Sayed Jalal Sayed Abdulmohsen Al-Tabtabaei, Minister of Education of the State of Kuwait. The Forum reflects our firm belief in the importance of advancing the right of all students to equitable, high-quality education that responds to their needs, enables them to participate and learn in safe and supportive educational environments, and fosters a school culture grounded in acceptance, respect, and equal opportunity.
The successful inclusion of students with disabilities goes beyond simply providing access to education. It requires an integrated system of supportive policies and legislation, qualified educational leaders and teachers, flexible classroom practices, assistive technologies and support services, alongside sustained attention to students’ well-being and mental health and the development of effective partnerships among schools, families, and communities. With this in mind, the Center has designed the Forum to combine scholarly dialogue with practical application through plenary sessions and training workshops that provide experts, educational leaders, teachers, and researchers with opportunities to exchange experiences and explore practices that can make a tangible difference in educational settings.
We hope that this Forum will provide a valuable platform for dialogue and shared learning, helping to translate ideas and perspectives into practical approaches and supporting efforts to build more inclusive educational environments that are responsive to the needs of students with disabilities. We are also particularly pleased that the Forum provides an opportunity to listen directly to students themselves and to learn from their experiences and aspirations, in the belief that progress toward more inclusive education cannot be fully achieved without their participation. We look forward to the Forum’s discussions, experiences, and recommendations contributing to the advancement of inclusive education in our countries and ensuring that every student has a genuine opportunity to learn, participate, and realize their full potential.
